Before leaving Delaware for his inauguration festivities in Washington, D.C., President-elect Joe Biden delivered an sentimental speech to his longtime home state and his late boy Beau Biden. Joe Biden choked up while at the Delaware National Guard headquarters in New Castle, which was named after Beau in 2016 after his death back in 2015 at age 46.
